Preface
Many developing countries are requesting educational cooperation and support for
primary and secondary education. These requests continue to increase. In this project,
we have been translating into English many basic resources which are used in Japanese
schools to support Japanese teachers being sent overseas to work in schools and other
educational institutions in developing countries. This project is part of a lager project,
“the Cooperation Based System building project” by the Ministry of Education, Culture,
Sports, Science and Technology (MEXT).
Our project is supporting teachers from Japan who are working overseas in
elementary schools, boards of education and teacher training colleges. From the work of
Japan International Cooperation Agency (JICA) which coordinates these overseas
missions, it has become clear that English translations of Japanese educational
resources are urgently needed.
In Japan, the curriculum for schools is established by the National Course of Study
and related laws. These resources are the necessary framework for each school to
establish its own curriculum. These resources also set the standard for the screening of
school textbooks, and are used as the criterion when each teacher evaluates students’
learning conditions.
The National Course of Study is a legal requirement so that it is a concise document
and is not intended to prescribe every detail for schools to follow. Translations of the
National Course of Study already exist in English for many academic subjects. For
example, the Japan Society of Mathematical Education (JSME) translated into English
the arithmetic and mathematics components of the National Course of Study in 1989
and in 1998.
These basic documents need to be supplemented with other resource materials in
order to give more comprehensive descriptions of the mathematics curriculum in Japan.
These other resources include tutorial books and guidance materials which have been
published by MEXT and commercial publishers.
This project has focused on preparing a translation of school guidance materials for
“teaching arithmetic (mathematics) in elementary schools (Elementary School Teaching
Guide: Arithmetic)” edited by the Ministry of Education and published by Toyokan
publishers in 1999 and “teaching mathematics in lower secondary schools (Lower
Secondary School Teaching Guide: Mathematics)” edited by the Ministry of Education
and published by Osakashoseki publishers in 1999. The translation into English has
focused around the domain of Numbers and Calculations. We hope that this translation
is helpful to readers as a resource to support the teaching of mathematics in the
elementary and lower secondary school, and that it also assists readers to understand
better the intentions of the National Course of Study in Mathematics translated by
JSME.
The English translation was undertaken by Dr. Akihiko TAKAHASHI in cooperation
with Dr. Tad WATANABE and Dr. Makoto YOSHIDA. We express our grateful
acknowledgment of their contributions to the completion of this book.
