要旨:

Skills development has seen its sunny side for the first time in a decade or two, encouraged both by domestic and international factors for developing countries. However, skills development as TVET mainly provided by the public sector has not always worked effectively in the past, and developing countries are recently undergoing a variety of reforms. During the 1960s when the Human Capital Theory was put forward, Foster raised an alarm on the vocational school fallacy (Foster, 1965), stating that developing countries did not have a foundation essential for receiving vocational training at secondary education levels because their basic education schools failed to provide students with fundamental skills such as literacy, numeracy, English, and general knowledge. Turning to the situation today, in addition to such fundamental skills, do they meet conditions that are required to make skills development effective? What should developing countries, low-income countries in particular, bear in mind for responding to new growing expectations? Chapters 2 and 3 will sort out and examine background for recent revival of skills development and discuss how to grasp and analyze the status of skills development in developing countries now.
