JEF (Japan Education Forum) is an annual one-day international forum organized jointly by Japan's Ministry of Education, Culture, Sports, Science, Sports and Technology (MEXT), Ministry of foreign Affairs (MOFA), Hiroshima University and the University of Tsukuba as a platform for disseminating rom Japan information on international educational cooperation. Its purpose is to provide a forum for discussing the importance of educational development toward greater autonomy of developing countries and the need for the international support of such self-reliant efforts, on the basis of Japan's own educational development experiences. The inaugural forum of JEF
was organized as follows:
Date: March 4, 2004 (Thursday)
Place: U Thant International Conference Hall, United Nations University, Tokyo
Organized by: MEXT, MOFA, Hiroshima University and the University of Tsukuba
Supported by: JICA, JBIC and UNU
Partricipants: Around 300 (of whom around 60 were non-Japanesese)
The forum heard 'Keynote Speech' by His Excellency Mr. Younous Qanooni, Minister of Education, Transitional Islamic State of Afghanistan, titled “Educational Development in Afghanistan: Issues and Prospects”, and 'A Japanese Perspecitve' by Prof. Seiji Utsumi, Graduate School of Human Sciences, Osaka University, entitled
“Educational Development in Afghanistan and Japanese Cooperation”. A 'Policy Panel' was organized on the topic of “Collaboration toward Greater Autonomy in Educational Development” with Dr. Ernesto Schiefelbein (Former Minister of Education, Chile) as Moderator, and Dr. Kilemi Mwiria (Vice Minister of Education, Science and Technology, Kenya), Dr. Indra Djati Sid (Director General of Primary and Secondary Education, Ministry of National Education, Indonesia), Dr. Emmanuel Jimenez, Sector Director, Human Development, East Asia and Pacific Region, the World Bank) and Mr. Hiroshi Nagano (Director-General for International Affairs, Ministry of Education, Culture, Sports, Science and Technology (MEXT), Japan) as panelists. To conclude the forum, an 'Issues Panel' was organized on “The Roles of Universities for the Development of Basic Education in the Developing Countries” with Prof. Dr. Hans J.A. Van Ginkel (Rector of the United Nations University) as Moderator and Prof. Dr. Jonathan Jansen (Dean, Faculty of Education, University of Pretoria, South Africa), Rev. Prof. Dr. Emmanuel Adow Obeng (Vice Chancellor, University of Cape Coast, Ghana), Prof. Dr. Paitoon Sinlarat (Dean, Faculty of Education, Chulalongkorn University, Thailand), Prof. Dr. David Chapman (Chairperson, Department of Educational Policy and Administration, University of Minnesota, the United States) and Prof. Dr. Morikazu Ushiogi (Graduate School of International Studies, Obirin University, Japan) as panelists. The present report is a concise summary of the record of the inaugural meeting of JEF.
